Pre-demolition cleaning
Objective: prepare the vessel for
demolition by removing all possible hazardous materials at the recycling
yard ( Changjiang Shipbreaking Yard),by yard employees, under
supervision of a P&O Nedlloyd headed supervising team with the
purpose to limit the HSE risks connected with the conventional way of
demolition of vessels. Our yard must start demolition of vessels. The
yard only to start demolition after ( possible) hazardous materials have
been removed.
Cleaning: Pre-demolition cleaning
cloud mean:
-removing all brine ( calcium chloride) if systems contain remnants of
chromate based inhibitors.
-removing all gases sealed in ship's equipment of machinery, like
Refrigerants, CO2, Acetylene, Propane, Butane, Oxygen, etc.
-removing all ACMs, PACMs and ACWM*
-removing all materials containing PCBs, PCTs, PBBs at levels of 50mg/kg
or more (electric cable).
-removing all chemicals from ship's equipment and machinery.
-removing all fuels/oils/sludge, clean all tanks.
-removing all RA smoke detectors ( ionisation type).
-discharge all potential hazardous products.
-removing all potential hazardous insulation, etc. (like polyurthane
gengerating a dangerous chlorous gas).
-packing and labelling all removed hazardous products.
Preparation: by workers employed by
the yard and/or compulsory subcontractors(fuel/sluge removed)
Estimated duration: 4-6 weeks

Removal skills:The removal team should
be made familiar with the use of PPE and learn removal techniques linked
to basic HSE knowledge.
Supervising team: to concentrate all
the skills and knowledge required to consist of
-P&O Nedlloyd employee in the lead
-Consultants tbn
-CNSC/yard employee
-SEPA/LEPA
-Local NGO tbn
-Students ( as a study project) tbn
Supervising skills: a wide range of
skills are required to cover all HSE aspects connected to demolition,
like
-Asbestos Safety Removal Procedures & measurse
-All members to be able speak/write English
-Air Monitoring/Sampling
-Dust Sampling
-Hazardous Waste Management
-HSE procedurses
-Identification of ACMs, ACWMs and PACMs
-Identification of materials containing PBB,PCB,PCT
-National and local HSE and Waste management rules and regulations
-OSHA standards, rules and regulations
-Oil Pollution prevention
-Permissible Exposure Limits
-Pollution prevention
-Removal of fuels/oils etc
-Removal of glasses
-Sample Analysing
-Technical knowledge of vessels
-Train employees in the use of PPE
-Use of Personal Protective Equipment
-Waste Management
Provisions:
-provide training for foreman/employees of the cleaning
-Provide knowledge for supervising team members
-provide equipment/materials for HSE protection
-Provide equipment for removal gases, fluid and solid waste
-Provide packing materials for collection of gases, fluids and solids
-Provide various materials and special equipment for removal of various
materials
-Assist yard in improving their waste management
